Policy and Procedures

Article I. - Name of Organization

Section 1. The name of this organization shall be the SAN MATEO COUNTY GOLF CLUB, hereinafter referred to as the CLUB.

Article II. - Membership and Dues

Section 1. Membership in the CLUB shall be comprised of: 1) Regular Members, dues paying member who is currently employed by San Mateo County; or, is a former Associate Member who has fulfilled the time commitment and has petitioned the Directors; 2) Associate Members, dues paying member who has been sponsored, in writing, by a Regular Member. An Associate Member may, after one (1) year of membership in good standing, petition the Directors to become a Regular Member.

Section 2. The CLUB will be an Associate Member of the Northern California Golf Association hereinafter referred to as the NCGA. The CLUB has been assigned the NCGA number designation TC 53-548.

Section 3. All members shall become members of the NCGA and will be issued a membership card with the appropriate membership number. This number will be used in all correspondence with NCGA.

Section 4. Annual dues shall consist of the following: SMCGC dues, set by the Directors and based on the financial needs of the CLUB. NCGA dues, set by the NCGA, yearly.

Article III. - Governance

Section 1. The CLUB shall be governed by a Board of Directors hereinafter referred to as the Directors. The Directors shall consist of no more than eight (8) Regular and/or Retired Members in good standing. The following officers shall be elected by the Directors each year; 1) President - Presides over meetings; 2) Vice-President - Presides over meetings in the President's absence; 3) Secretary - Keeps and distributes meeting minutes; and 4) Treasurer - Maintains records of all monies. Officers may be reelected to more than one (1) term if so desired by the Directors, and elected by the Directors. Directors shall elect the following chairpersons whose duties are fully explained in Section 3. Tournament Chairperson, Handicap Chairperson, Publicity Chairperson, Prize Chairperson, Tournament Actives Chairperson, and Membership Chairperson. The Directors shall meet monthly during the tournament months. The date shall be set by the Directors. Meetings shall be convened to discuss matters related to the welfare of the CLUB, assess the previous tournament, assign prizes to flight winners, arrange for next tournament schedules, and any other business the CLUB and the Directors deem appropriate.

Section 2. Any Regular and/or Retired Member in good standing may apply for Board of Director membership . Appointment shall be based on applicants support of Club activities, knowledge of tournament play and having shown willingness to participate in Club activities. Applications may be made at any time but will not be considered until after the final tournament of the golf year.

Section 3. Responsibility of various positions.

A. Secretary - records minutes of meetings, and distribute as required. Keep tournament winners' log monthly; writes all required correspondence and/or any requested by Directors. Mail checks for any refunds and tournament winners.

B. Treasurer - maintains Club checking account; insures signatures and signature cards are recorded by Directors; pays all bills against the Club and any other expenditure requested by Directors; supplies Treasurer's report at Directors' meetings.

C. Tournament Chairperson - negotiates with various golf courses and schedule future tournaments; insures that any required pre-tournament fees be paid; informs Directors as far in advance as possible of upcoming events; makes final preparations for tournaments, including pricing, gifts and any required information; and insures all necessary information is included in the bulletin.

D. Handicap Chairperson - maintains current slope index list for each member as supplied by NCGA; maintains NCGA records and correspondence that concerns slope index and handicap; determines slope ratings for individual courses played and convert to handicap for each entrant for each tournament; and assigns individuals to correct flights at each tournament according to handicap.

E Publicity Chairperson - Maintain current mailing list of all members and issue monthly bulletin.

Bulletin to contain:
  1. Information concerning tournaments;
  2. Starting times;
  3. Pairings;
  4. Directions to course;
  5. Any special course information;
  6. Results of last tournament;
  7. Application form for next tournament.

F. Prize Chairperson - purchases and stores ample supply of golf balls and other awards for as monthly prizes, as directed by the Directors; insures that prizes are delivered to golf course for each tournament.

G. Tournament Activities Chairperson - collects green fees for each tournament.; arranges players in foursomes and assign starting times for each group; sends starting time list to Publicity and Handicap Chairpersons; informs golf courses of final number of players; deposits checks in Credit Union Club account; and prepare monthly tournament financial report and send to Treasurer.

H. Membership Chairperson - maintains current list of paid members; checks correspondence with NCGA for updating to insure accuracy; insures that all Directors have copies of current membership list; sends all applications to NCGA along with any deletions or changes (name, address, etc.)

I. Final Tournament and Banquet

  1. All Director and committee members will play in the first foursomes at the final tournament.
  2. All Directors and committee members will assist each other at the banquet as needed.

ARTICLE IV - Handicapping

Section 1. Slope indexes will be computed and assigned monthly by the NCGA.

Section 2. Handicaps shall be used to determine appropriate flights at tournaments, individual standings, and annual standings for monthly and annual awards.

Section 3. Individual members are responsible for posting scores at each course played, except, the Club will post all members' home club tournament scores. Scores must be posted accurately, according to NCGA rules. Members shall be responsible for their NCGA card being certified by a Director with the correct current slope index and low index.

ARTICLE V - TOURNAMENT PLAY

Section 1. Rules of golf, as established by the USGA and NCGA will be followed in all tournaments sanctioned by the Club.

Section 2. Special rules established by the SMCGC and individual courses will be adhered to at all times. This will include dress codes, shoe restrictions, and coolers on the courses where prohibited. Members shall ride whenever cart is requisite factor in tournament play agreement, pre-paid or not.

Section 3. Etiquette of golf and golf course management will be observed. This will make all tournaments more enjoyable for all golfers.

Section 4. Normal tournament play for SMCGC will consist of ten (10) monthly tournaments between February and November. Additional and special tournaments may be scheduled at other times.

Section 5. All regular monthly tournaments shall be divided into "Flights" that are determined by individual handicaps based on slope index. Flight assignments for annual awards shall be determined by the majority of flight assignment of the best five (5) tournaments. If this is a tie, the next previous tournament shall determine the flight assignment.
